Essex Housing have submitted a planning application to deliver a brand new and more flexible library at the site of the existing Loughton Library.
Our key proposals:

A brand new library to replace the existing tired facility

A new outdoor learning space and public courtyard would be created

Surrounding outdoor space and public realm would be enhanced

All current community and civic uses would be maintained

New library would be funded through the development of 38 residential apartments above the ground floor

High levels of environmental sustainability within our design

This application will be considered by Essex County Council (the decision-making authority in relation to planning applications for libraries). We anticipate a decision will be made in spring 2023.
